Esoruh Code

This code is the "Operating Policy" referred to in the Terms of Service. Everyone who enters Esoruh must follow it. The Korean text is authoritative.

Chapter 1. General provisions

Article 1 (Purpose)

(1) This code is the set of rules that keeps order in Esoruh and lets every player enjoy the game fairly.
(2) The "Operating Policy" in the Terms of Service means this code.

Article 2 (Scope)

(1) This code applies to every account, character and nation.
(2) A law made by a nation has effect only where it does not conflict with this code.
(3) Fights, wars, sieges and trades that happen within the game rules do not break this code. Ambushes are handled by Law and order (reports and patrols), not by this code.

Article 3 (Principles of punishment)

(1) Only acts set out in this code are punished. Nothing done before the article in question took effect is punished.
(2) Only deliberate acts are punished. Mistakes made unknowingly are not.
(3) Owning an account does not by itself make anyone answer for what another person did. Who did it is decided from records and evidence.
(4) No one is punished twice for the same act.
(5) When several people act together, each answers only for their own part. Belonging to the same nation or group is not by itself grounds for blame.

Article 4 (Penalties)

(1) The penalties under this code are a fine in gold and a prison term. Whatever part of a fine cannot be paid is served in jail under Article 35.
(2) The fine is set at trial, within the range of the tier given in each article.

(3) A prison term is given together with a fine only in the cases set out in Article 5. It is set in hours within the range of the same tier and served in jail.
1. 1. Light: 2–10 hours
2. 2. Heavy: 10–50 hours
3. 3. Very heavy: 50–250 hours
(4) When one case breaks several articles, the penalty is set within the range of the heaviest of them.
(5) Separately from penalties under this code, the Company may restrict use under the Terms of Service.

Article 5 (How penalties are set)

(1) Within the range, the court sets the fine and any prison term by weighing the motive, the method, the size of the harm and the number of people harmed, whether the act was repeated, and whether the offender showed remorse and undid the harm.
(2) If gold or items were gained, the fine is not set below the amount gained. If the gain is above the top of the range, the fine is set at the top of the range.
(3) The penalty may be set toward the top of the range if the offender has been found guilty under the same article before, or toward the bottom if it is a first offence and they stopped of their own accord.
(4) A fine or prison term can never be above or below the range.
(5) A prison term may be given only for breaking an article of the very heavy tier, or when a complaint is filed again after a guilty judgment under the same article. Even then, the court may set a fine alone after weighing the circumstances.

Article 6 (Grounds for judgment)

(1) Prosecutors and the court decide only on in-game records and the evidence submitted by the complainant and the accused.
(2) Words exchanged outside the game (on external messengers and the like) are considered only when submitted as evidence, and only to support other evidence.
(3) Anyone who fabricates evidence is punished under Article 39.

Chapter 2. Speech and writing

Article 7 (Abuse, insults and harassment)

(1) In chat, messages, boards, names or profile words, do not swear at others, insult them or run them down with lies.
(2) The same goes for belittling others over their sex, age, region, background and the like.
(3) So does targeting one person again and again with abuse, mockery or threats.
(4) Offenders are fined 200,000–1,000,000 gold.

Article 8 (Flooding and breaking the display)

(1) Do not post the same or similar text, meaningless characters or special symbols over and over in a short time so that chat or a board can no longer actually be used.
(2) The same goes for breaking the on-screen display with special symbols or decorative characters.
(3) Posting an opinion several times, or posting something unpleasant, is not flooding in itself.
(4) Offenders are fined 200,000–1,000,000 gold.

Article 10 (Luring people to outside contacts)

(1) In public places (chat, boards, profiles, nation notices), do not post external messenger IDs, contact details, group chats or invite links that the operator has not allowed, or lure people to them.
(2) Getting around this with initials, pictures, shortened links or disguised spelling, or through someone else, counts too.
(3) Groups the operator has officially announced do not count.
(4) Offenders are fined 1,000,000–5,000,000 gold.

Article 11 (Obscene or cruel content)

(1) Do not post obscene or cruel text, names or pictures.
(2) Offenders are fined 1,000,000–5,000,000 gold.

Article 12 (False news about the game)

(1) Do not knowingly spread false claims on important matters about the game's content, updates or the operator's actions, by posting them in public places or sending them to more than five people within a day, so that other players suffer real harm.
(2) Opinions, criticism, satire, predictions and questions are not punished. Neither are mistakes made with good reason to believe the claim, or posts corrected within a day of learning the truth.
(3) That the claim was false, and that the poster knew it, must be shown by records and evidence. A complaint alone does not lead to a guilty verdict.
(4) Offenders are fined 200,000–1,000,000 gold. If the offender impersonated the operator, Article 14 applies.

Chapter 3. Impersonation and documents

Article 13 (Impersonating players or nations)

(1) Do not deceive others by falsely using another player's or nation's name or post.
(2) Offenders are fined 1,000,000–5,000,000 gold.

Article 14 (Impersonating the operator)

(1) Do not pretend to be the operator or the Game Team, or dress anything up as the operator's words or announcements.
(2) Offenders are fined 5,000,000–25,000,000 gold.

Article 15 (Impersonating the prosecution or court, and forging documents)

(1) Do not pass yourself off as a prosecutor of the Esoruh Prosecutors' Office or as the Esoruh Court.
(2) Do not forge or alter charge sheets, written judgments or messages sent by the prosecution or the court, or pass off forged ones as real.
(3) Offenders are fined 1,000,000–5,000,000 gold.

Chapter 4. Personal information and accounts

Article 16 (Personal information)

(1) Do not pry into, reveal, buy or sell another person's personal information, such as their real name, contact details, address, connection details or password.
(2) Offenders are fined 1,000,000–5,000,000 gold.

Article 17 (Breaking into accounts)

(1) Do not get into someone else's account without permission, steal their password, or stop them from using their own account.
(2) Offenders are fined 5,000,000–25,000,000 gold.

Article 18 (Lending accounts)

(1) Do not lend, hand over or share an account.
(2) If it was handed over for money, Article 25 applies.
(3) Offenders are fined 200,000–1,000,000 gold.

Chapter 5. Fair play

Article 19 (Automation programs)

(1) Do not play using unauthorised programs such as macros, automated input, modified game screens or tampered requests.
(2) Do not make, spread or sell such programs, or teach others how to use them.
(3) Offenders are fined 5,000,000–25,000,000 gold.

Article 20 (Exploiting defects)

(1) Do not use defects (bugs) in the game to gain an advantage or to cause others a loss.
(2) Do not spread ways to exploit defects either.
(3) Anyone who finds a defect must tell the operator. Someone who tells the operator right away, tries the defect only as far as needed to confirm it, and neither gains from it nor causes anyone a loss is not punished.
(4) Offenders are fined 5,000,000–25,000,000 gold.

Article 21 (Multiple accounts)

(1) Do not make and use several accounts to gather goods, items, votes or seats.
(2) Offenders are fined 5,000,000–25,000,000 gold.

Article 22 (Evading fines)

(1) Do not move gold or items to another account or character to avoid a fine, or use another account to keep a fine from being collected.
(2) Offenders are fined 1,000,000–5,000,000 gold.

Chapter 6. Trade

Article 24 (Fraudulent trades)

(1) Do not deceive a trading partner to get gold or items.
(2) Do not collude with others on the market to inflate prices, or block other people's trades.
(3) Offenders are fined 1,000,000–5,000,000 gold.

Article 25 (Real-money trading)

(1) Do not exchange accounts, characters, items, gold, towns, nations or posts for real money or for goods from other games.
(2) Advertising, brokering or offering such trades counts too.
(3) Offenders are fined 5,000,000–25,000,000 gold.

Chapter 7. Nations and posts

Article 26 (Wasting a treasury)

(1) Do not waste or siphon off a nation's treasury or a town's accrued funds to harm a nation or another group.
(2) Offenders are fined 1,000,000–5,000,000 gold.

Article 27 (Abuse of a post)

(1) Kings, lords and unit leaders must not use their post for private revenge or unfair gain.
(2) Decisions made under a nation's law, and in-game events such as wars, do not break this article by themselves.
(3) Offenders are fined 1,000,000–5,000,000 gold.

Chapter 8. Prosecution

Article 28 (Prosecution)

(1) Charges are brought by the Esoruh Prosecutors' Office. Its prosecutors, senior prosecutors and chief prosecutor are characters run by the game (NPCs), and they work automatically according to this code and the records submitted.
(2) When a complaint comes in, it is assigned by the tier of the heaviest article involved: Light to a prosecutor, Heavy to a senior prosecutor and Very heavy to the chief prosecutor.
(3) After assignment, the prosecutor reviews the records for a set number of days (1 for Light, 2 for Heavy, 3 for Very heavy), then either brings charges or does not.
(4) A prosecutor does not bring charges when there is only the complaint and no evidence to back it up.
(5) All prosecutors decide by the same standard. The only thing that differs from one prosecutor to another is the tone of their writing.

Article 29 (Complaints)

(1) Anyone can file a complaint on the Esoruh Court screen. A complaint must state who is accused, which articles were broken, and when, where and what was done, with at least one and up to 3 screenshots of the game attached.
(2) The number of complaints one person can file is limited to 3 a day. While a complaint against the same person is still being handled, no new one can be filed against them.
(3) The accused is not told the complainant's name. However, the accused also sees the screenshots the complainant submits, so hide any names you do not want known before submitting, and note what you hid in the screenshot description.
(4) A complaint is an unverified claim. If the prosecutor does not bring charges, the complainant is told why by message.
(5) A matter that was not charged is not charged on a repeat complaint unless there is new evidence.

Article 30 (Charges)

(1) The prosecutor's charge sheet sets out the accused, the articles broken, the facts charged (when, where and what was done), the evidence and the fine sought.
(2) The fine sought must be within the range under Article 4.
(3) When charges are brought, the accused is told by message. The accused can see the whole charge sheet and all the evidence.
(4) When charges are brought, a public defender is assigned to the accused. The public defender is a character run by the game (NPC) and works only for the accused.
(5) Until judgment, the operator may withdraw charges brought in error. A withdrawn case is not charged again without new evidence.
(6) A person holding the standing of Chair or above is not prosecuted while they hold it, except for breaking an article of the Very heavy tier. Complaints against them are still received, but review and trial are paused and resume once they drop below that standing.

Chapter 9. Trials

Article 31 (Defence)

(1) Within 24 hours of being notified of the charges, the accused can present a defence in writing with up to 3 screenshots.
(2) Not presenting a defence, or staying silent, is not taken as guilt in itself.
(3) When the defence period ends, the public defender submits a brief based on the accused's defence and the records.
(4) The prosecutor replies to the brief and either maintains the charges, drops articles or lowers the penalty sought, or withdraws the charges. The prosecutor cannot add articles or facts that were not in the charge sheet, or seek more than at first.
(5) In the reply, the prosecutor states the fine sought and, where a prison term can be given, the prison term sought.
(6) The trial opens once the prosecutor has replied.

Article 32 (Evidence)

(1) For each screenshot, write what it shows and when it was taken.
(2) A cropped screenshot is trusted less, to the extent that what came before and after cannot be seen. Any edits, such as hiding names, must be noted in the screenshot description.
(3) Fabricated or doctored screenshots are not used as evidence.
(4) A complaint, or one side's word alone, is not enough to find that a violation took place.

Article 33 (Trials)

(1) Trials are held by the automated court (AI) of the Esoruh Court. The court first writes an examination report stating what can be seen in each screenshot, then judges only by this code and the records. Facts that are not in the records are not added to its judgment.
(2) The court weighs the facts charged, the accused's defence, the public defender's brief and the prosecutor's reply together, and decides for each point argued which side the records support.
(3) The accused is treated as innocent until found guilty. The prosecutor must prove the violation, and if any doubt remains, the verdict is not guilty.
(4) The judgment is one of: guilty (in full or in part), not guilty, or dismissed. The charges are dismissed if the act took place before the article took effect, if the same act has already been judged, or if the facts charged are not clearly specified.
(5) Past guilty verdicts against the accused are looked at only to set the penalty and to check whether it is the same act, and are not used as evidence in the current case.
(6) If the brief, the prosecutor's reply or the judgment cannot be produced validly by automation in more than 3 attempts, the operator gives the judgment under this code.

Article 34 (Written judgments)

(1) A written judgment states the case number, the accused, the facts found, the assessment of the evidence, the assessment of the brief and the prosecutor's reply, the articles applied, the ruling, the reasons, and the grounds for the fine and any prison term.
(2) The accused and the complainant are told the judgment by message.
(3) The ruling and the reasons are published on the Esoruh Court screen. The evidence screenshots and the full written judgment are seen only by the accused, the complainant and the operator. No personal information is copied into a written judgment.

Chapter 10. Enforcement and appeals

Article 35 (Enforcement)

(1) The fine is taken from the purse as soon as judgment is given, and from savings if the purse falls short.
(2) Whatever is still unpaid is served in jail at 1 hour per 100,000 gold. Hours are rounded up, and time is added to the end of any jail term already being served.
(3) A prison term is served in jail from the moment the operator confirms it. When confirming, the operator may shorten the term or decide not to carry it out. Time is added to the end of any jail term already being served.
(4) The time jailed for one case, counting the prison term and any unpaid fine together, never exceeds the top of the prison range for the heaviest tier among the articles found broken.
(5) While jailed, the offender cannot log in except to the Esoruh Court and this code. Paying cannot get anyone out early.
(6) Once the term is served in full, the fine counts as paid.
(7) Fines collected disappear.

Article 36 (Appeals)

(1) The accused can appeal once within 7 days of the judgment.
(2) The operator reviews the appeal and either keeps the judgment, reduces the fine or prison term, or withdraws the judgment. If the penalty is reduced or the judgment withdrawn, the gold already paid counts toward the new fine first, any excess is returned to savings, and the remaining jail time is cut to match.
(3) An appeal does not stop the judgment from being enforced.
(4) An appeal never makes the penalty heavier.

Article 37 (Criminal record)

(1) Guilty judgments stay in the criminal record on the profile.
(2) A judgment withdrawn on appeal is removed from the criminal record.

Chapter 11. Judicial order

Article 38 (False complaints)

(1) Do not file a complaint with false facts to get someone else punished.
(2) A complaint is not considered false just because no charges were brought or the verdict was not guilty.
(3) Offenders are fined 1,000,000–5,000,000 gold.

Article 39 (False evidence)

(1) Neither complainants nor the accused may submit fabricated or doctored screenshots or other false evidence.
(2) Offenders are fined 5,000,000–25,000,000 gold.

Article 40 (Obstruction and retaliation)

(1) Do not threaten or pressure a complainant, an accused or anyone who has spoken about a case, or take revenge on anyone for filing a complaint or giving testimony.
(2) Fair criticism, appeals and defences do not count.
(3) Offenders are fined 1,000,000–5,000,000 gold.

Supplementary provisions

(1) This code takes effect on 25 September 2026.
(2) The amendments of 7 October 2026 (public defender and prison terms) take effect on publication. A prison term is given only on complaints filed after the amendments took effect.
(3) The amendment of 17 October 2026 (no prosecution of Chairs and above) takes effect on publication.

Anyone can file a complaint about a breach of the Esoruh Code. If a prosecutor (NPC) brings charges, the accused has 24 hours to present a defence, a public defender (NPC) argues the case against the prosecutor, and the automated court (AI) gives judgment. The penalty is a fine in gold, and whatever cannot be paid is served in jail. Very serious or repeated offences can also bring a prison term.
